  The National Coordinating Unit for EU Technical Assistance in Azerbaijan (NCU) was established by Decree No 576 of the Cabinet of Ministers dated October 22 1992, and its Charter was approved by Decree of the Cabinet of Ministers No 461 dated August 27, 1993.

Indicative Proqramme

These are prepared by the European Commission in co-ordination with partner country governments. They provide general guidelines and principles for co-operation with the European Union. They specify focal sectors and themes within a country or region and may set out a number of project ideas.

Action Programmes

APs define sector strategies to be followed, identify the main actions and projects to be supported and the funds allocated. There are two main types of Action Programmes. NAPs are country programmes for each individual partner country (which may also concentrate on certain geographic areas) and multi-country programmes (Regional Action Programmes) are programmes in which several partner countries participate. Action Programmes usually form the basis for a Commission financing decision and a Financing Memorandum to be signed by the partner country.

EU Assistance Programmes

In parallel with technical assistance under the Tacis programme , other EU programmes are also being implemented in the country, namely Traceca, Inogate, Tempus, Food Security Programme, Rehabilitation Programme (REHAB) and Exceptional Financial Assistance Programme (EXAP).
